PROBLEM TO BE SOLVED: To provide a new differentiation-inducing promotion method for promoting a differentiation induction from undifferentiated T-cells to controllable T-cells, and to provide a new differentiation-inducing promoter.SOLUTION: A promoter for promoting a differentiation induction from undifferentiated T-cells to controllable T-cells is characterized by differentiation-inducing the undifferentiated T-cells differentiatable to the controllable T-cells in the presence of lactoferrin. Besides, there is provided a gene expression-enhancing method for enhancing the expression of Foxp 3 genes in the undifferentiated T-cells by administering lactoferrin to the undifferentiated T-cells.
