PROBLEM TO BE SOLVED: To provide a rubber composition for tire cord covering, breaker edge strip, breaker cushion or cord-adjacent strip, capable of improving drivability, fuel economy performance, durability, ride quality performance and adhesiveness in a well-balanced manner, and to provide a pneumatic tire using the composition.SOLUTION: The rubber composition for tire cord covering, breaker edge strip, breaker cushion or cord-adjacent strip includes an isoprenoid rubber, phenol resin and/or alkylphenol resin, and a partial condensate of hexamethoxymethylolmelamine and/or a partial condensate of hexamethylolmelaminepentamethylether. The content of the isoprenoid rubber is 60 mass% in 100 mass% of the rubber component, and based on 100 pts.mass of the rubber component, the total content of the phenol resin and alkylphenol resin is 2-3.9 pts.mass, the total content of partial condensates of hexamethoxymethylolmelamine and hexamethylolmelaminepentamethylether is 0.5-5 pts.mass, and the content of silica is 15 pts.mass.
