PROBLEM TO BE SOLVED: To provide a real time speech rate changing device capable of changing voice reproduction rate without changing the tone pitch, in particular capable of increasing easiness of listening when changing the speech rate through a voice hearing aid device or a telephone for aiding a hearing-impaired person or an elderly person.;SOLUTION: The speech rate changing device determines a sound period in which the power of a voice signal exceeds a predetermined threshold value and a soundless period in which the power of a voice signal is smaller than the threshold value for each sampling period of a piece of voice data. The voice data of each sound period is output to an output buffer being extended or as it is. The soundless period in the voice data is stored in a soundless buffer as a piece of soundless data. When a soundless determination section determines a sound period during a soundless period, the soundless data for a protection period is read out from the soundless buffer to output the same to an output buffer from the determination point.;COPYRIGHT: (C)2013,JPO&INPIT
