PROBLEM TO BE SOLVED: To manage increase and decrease of a computation resource on the basis of a license key different for each configuration of server.;SOLUTION: A server identification information generation unit 134 generates server identification information which uniquely indicates a server and includes identification information of a mother board and a type of scalable board. An input unit receives input of unique procedure information including the server identification information and increase and decrease information indicating increase and decrease of an available computation resource.
