PROBLEM TO BE SOLVED: To provide an estimation apparatus, method, and program capable of identifying a user having a high probability of solving an unsolved question.;SOLUTION: A knowledge accumulation server 2 causes a difficulty estimation unit 14 to refer to a user DB 21 and an answer DB 23, to totalize the number of users submitting an answer for each of a plurality of questions, according to a knowledge level, to estimate difficulty on the basis of the knowledge level in which the number of users is the most in the totalization result, and to update the difficulty of a question DB 22.
