PROBLEM TO BE SOLVED: To provide a surface discharge occurrence experiencing device that allows a participant to easily experience surface discharge occurred by the same mechanism as an actual site, and a surface discharge occurrence experiencing method using the device.;SOLUTION: A device for generating surface discharge comprises: an electrically grounded induction electrode 4; an insulation member 5 placed on the surface of the induction electrode 4; a voltage applying electrode 3 arranged in having the insulation member 5 between it and the induction electrode 4 and not contacting the insulation member 5; a mobile electrode 7 provided such that it is able to move close to the surface of the voltage applying electrode 3 side of the insulation member 5; and charge supply means 2 for applying voltage to the voltage applying electrode 3.
