PROBLEM TO BE SOLVED: To execute discrimination processing for discriminating whether each capacitor is in a mounting state or in a non-mounting state for a short time in a circuit having a plurality of capacitors connected in parallel.SOLUTION: The mounting state discriminating device includes a processing unit for executing discrimination processing which discriminates whether each capacitor is in a mounting state or in a non-mounting state on the basis of frequency characteristics of a phase difference between an AC signal measured on the basis of a detection signal detected following supply of the AC signal for a circuit having a plurality of capacitors connected in parallel and the detection signal. The processing unit discriminates that a capacitor to be discriminated is in a mounting state when in the discrimination processing, the condition is satisfied that at least one value of the measured value of a phase difference in any frequency of frequency ranges (fr1 to fr3) including resonant frequencies (fs1 to fs3) of a resonant circuit constituted including a capacitor to be discriminated and the average value of a plurality of measured values is equal to or less than upper limits (U1 to U3) and equal to or more than a lower limit (L).
