PROBLEM TO BE SOLVED: To provide an amphoteric water-soluble polymer flocculant which is excellent in sludge dehydrating treatment performance.SOLUTION: An amphoteric water-soluble polymer flocculant is characterized by comprising amphoteric water-soluble polymers which contain 1 to 30 mol% of cationic monomer expressed by general formula (1): CH=C(CH)-CO-X-Q-NRRRZ, 1 to 30 mol% of cationic monomer expressed by general formula (2): CH=CH-CO-X-Q-NRRRZ, 2 to 50 mol% of anionic monomer expressed by general formula (3): RCH=CR-A-B, and 0 to 96 mol% of other monomers. When c1, c2 and a1 denote mol% of the monomers expressed by general formulas (1), (2), (3), respectively, and the range is within 1c1/c22 and 0.8a1/(c1+c2)2. Also, the amphoteric water-soluble polymer flocculant comprises the amphoteric water-soluble polymers, and an anionic polymer which has anionic groups and weight average molecular weight of 1,000 to 1,000,000.
