PROBLEM TO BE SOLVED: To recommend the other content which is much more accurately suitable for the interest of a user by using content browsed by the user.;SOLUTION: An operation part 13 of a reading terminal device 1 receives a user operation relating to the browsing of reading type content, and an operation history generation part 152 generates operation history information showing the user operation received by the operation part 13. An observation detection part 153 detects the observation portion of a user in content on the basis of the user operation shown by the operation history information, and a content information acquisition part 154 acquires the content tag of the detected observation portion. A determination part 231 of a recommend device 2 determines relevancy between the content tag of the content of a recommendation candidate and the content tag of the observation portion notified from the reading terminal device 1, and a recommendation content selection part 232 selects recommendation content from among recommendation candidate content on the basis of the content tag determined to be relevant to the content tag.
