PROBLEM TO BE SOLVED: To address the problem of having a pyridine anti-bacterial/anti-fungal agent stably dispersed in a liquid, and having this pyridine anti-bacterial/anti-fungal agent being appropriately applied to fibers, as well as of appropriately imparting anti-bacterial/anti-fungal properties to fibers, without causing any adverse impact even if the agent is used together with processing agents used during processing treatment of the fibers, such as dyes, fabric conditioners, etc.SOLUTION: An agent for imparting anti-bacterial/anti-fungal properties is used, the agent containing the pyridine anti-bacterial/anti-fungal agent, a modified polysaccharide having reduced hydroxyl groups, and a wetting agent, and not containing a surfactant; and this agent for imparting anti-bacterial/anti-fungal properties is applied to fibers, which are subsequently heat-treated.
