PROBLEM TO BE SOLVED: To provide a steam generator inspection device of a nuclear power plant that automatically inspects a choking rate of a gap in a BEC hole from a visual inspection image captured by a camera, and to provide a steam generator inspection method and program.SOLUTION: The steam generator inspection device of a nuclear power plant that inspects a choking state of the BEC hole of a tube support plate in a steam generator includes: imaging means that images the shape of an opening of the BEC hole of the tube support plate; a storage part that records the captured image of the BEC hole and extracts a visual inspection image showing the shape of the opening from the image to be stored; and an image processing part that superimposes a reference image generated from data of a three-dimensional shape model or the shape of an opening of the initial BEC hole in the reference image stored in advance in the storage part on the visual inspection image to calculate the choking rate of the BEC hole on the basis of the superimposed shape of the opening of the initial BEC hole and shape of the opening in the visual inspection image.
