PROBLEM TO BE SOLVED: To reduce the fluctuation of a pressure of a fluid discharged from a piezoelectric pump in a pressurization process.SOLUTION: A piezoelectric pump controller includes a control part controlling a piezoelectric pump in a pressurization process. The control part includes: a specification part (step S112) specifying a drive voltage and a drive frequency for imposing a necessary flow rate and pressure in the pressurization process based on a prescribed function of the drive voltage and the drive frequency; and an application part (step S114) applying the drive voltage and the drive frequency specified by the specification part to the piezoelectric pump. The prescribed function is a function passing the vicinity of an optimum drive frequency of the piezoelectric pump in one prescribed drive voltage, and a function wherein the drive frequency is constant according as the drive voltage increases.
