PROBLEM TO BE SOLVED: To provide a fluid population specification system for specifying fluid population.;SOLUTION: A fluid population specification system includes: means for storing a positioning point and positioning time to be transmitted from a portable terminal in association with each other; means for generating foundation mesh data in which the positioning point and the positioning time are associated with a mesh area to which the positioning point is belonging; means for calculating at least two of the number of days of positioning, positioning frequency and staying time as action base parameters in each mesh area, and for generating mesh data associated with the mesh area; means for calculating the action base parameter for each mesh group obtained by grouping the mesh areas; means for specifying the action base mesh group on the basis of the action base parameter; means for calculating the number of persons who stay in a selection period in a selection mesh area on the basis of the mesh data; means for calculating the number of base users whose selection mesh area is included in the action base mesh group; and means for calculating the number of fluid users from the number of person who stay and the number of base users about the selection mesh area.;COPYRIGHT: (C)2013,JPO&INPIT
