PSOLUTION: An operation object device 200 includes a permission acquiring unit 7 which transmits a permission request for permission for the operator to do a limited operation to a permitter device 3002 used by the permitter giving the permission through an operator device 3001 and receives a permission result response transmitted from the permitter device 3002 as a response to the request through an operator device 3001.
