PROBLEM TO BE SOLVED: To provide a system which is capable of automatically creating and distributing so-called characteristic scene information such as a characteristic scene of a program, thereby enabling a user to easily use the characteristic scene information.;SOLUTION: A video analysis part analyzes, with algorithms different from each other, video signals received by a receiver, thereby detecting feature quantity information for plural scene lists having respective characteristics predetermined by the algorithms. A characteristic scene detection part generates video characteristic scene information for the plural scene lists, including time information and program identification information for identifying the characteristic scene of the video signals, from the feature quantity information.
