PROBLEM TO BE SOLVED: To provide a training plan creation support system, a training plan creation support method, and a computer program that allow creation of a training plan considering deterioration of a skill with time.;SOLUTION: A training plan creation support system 1 includes a training information server 2 that, on the basis of training attendance information indicating a trainee's training attendance history, identifies a lapse period after the trainee attended a training, and on the basis of the identified lapse period after the attendance, determines whether or not a skill that the trainee obtained by the training attendance has deteriorated or not. Also, on the basis of the result of determination, the training information server 2 creates a training plan scheme for the trainee, and transmits training plan scheme information indicating the created training plan scheme to a client 5 for a person in charge of education.
