PROBLEM TO BE SOLVED: To locate a core and a failure place from inside when failure has occurred in branch lines of a PON communication system.;SOLUTION: A failure location survey device determines whether external transmission devices 8N are in linked states, by receiving burst signal light 17 transmitted from the respective external transmission devices 8N by a link detection device 13 via an optical coupler 4 and a measurement apparatus selection device 10 and detecting MAC addresses of the signal light. The survey device determines connection relation between the MAC addresses individually possessed by the plurality of external transmission devices 8N and physical core numbers of branch lines 7N. When failure occurs in the branch line 7N, the survey device measures an OTDR waveform, derives a differential waveform between the waveform and normal OTDR waveforms compiled in a database when the branch lines 7N have been established, and estimates the core number of the failed branch line 7N on the basis of the connection relation between the MAC addresses and the branch lines 7N, and also estimates a failure place in the branch line 7N on the basis of the OTDR differential waveform.;COPYRIGHT: (C)2013,JPO&INPIT
