PROBLEM TO BE SOLVED: To provide a demand control system capable of improving the calculation accuracy of a predicted accumulation value and optimizing a power target value, to provide a demand controller, to provide a demand program, and to provide a demand control method.;SOLUTION: The demand control system 1 includes a CPU 41 and a power database 45. The power database 45 stores actually collected data according to environment conditions based on an accumulated value of actual power consumption by a power consumer 10. At or before the start of the current demand time limit, the CPU 41 calculates a predicted accumulation value which is predicted to be consumed by the power consumer 10 within a demand time limit, according to the contents stored in the power database 45.
