PSOLUTION: When manufacturing a culvert, the inner face of the culvert is lined with a waterproofing layer of a resin sheet, an attached layer of an adhesive or an elastomer, and a roughness coefficient improved sheet layer 1 having a fine eye layer of inorganic particles and from the inside in this order. The improving sheet layer 1 is cylindrically formed and manufactured shorter than the inner mold frame circumference, fixed to the inner mold face by spreading the sheet, and by placing concrete, the precast concrete product with the improved roughness coefficient can be obtained and in which the improved sheet layer 1 is lined ON the inner face with fine eyes integrally bonded to concrete.
