PROBLEM TO BE SOLVED: To actually measure signal strength of each segment in a segment coupling transmitter signal of a terrestrial multimedia broadcast wave, and to easily grasp whether or not each segment is affected by a multipath or the like.;SOLUTION: Relative value calculation means 25 calculates a relative value of each segment, being the difference between a measurement value and an average value, on the basis of the measurement value of signal strength of each of multiple segments, measured by a segment measurement part 23, and the average value of the signal strength per segment calculated by segment average calculation means 24 on the basis of a measurement result by a segment coupling transmitter signal measurement part 22 and the number of the segments coupled in a segment coupling transmitter signal.
