P To solve the shortage of dumping site for waste soil and environmental problems associated with a prior art method of disposing of soil excavated in a road construction site whereby the excavated soil is dumped into a site designated for waste soil disposal, and to alleviate the seriously worsening problems of destroying the natural environment and of diminishing natural resources necessary for road construction caused by mining road-construction materials and by converting and recycling excavated soil (surplus soil of construction works) and construction waste such as concrete lumps and asphalt lumps into a material useful for roadbed construction or pipe protection. PSOLUTION: Disclosed is a method of preparing a material useful for roadbed construction or pipe protection comprising the process of admixing excavated soil with construction waste such as concrete lumps, asphalt lumps, or a mixture thereof, the process of crushing the resulting mixture, the process of adding lime into the crushed mixture and classifying the above mixture using a sifter into groups of crushed particles namely a group of particles having a particle size of 40 to 30 mm, a group of particles having a particle size of 30 to 20 mm, a group of particles having a particle size of 20 to 7 mm, and a group of particles having a particle size of not greater than 7 mm, and the process of mixing the four groups of the crushed particles with each other at a prescribed ratio.
