PROBLEM TO BE SOLVED: To prevent deterioration of a display image accompanying a variable control of the light emission amount of a backlight, by using a recording and reproducing device which is connected to a display device wherein the light emission amount of the backlight for illuminating a display panel is variably controlled based on a change in average luminance value of image frames.;SOLUTION: In the recording and reproducing device, when a tendency detection part (22) detects that the change in average luminance value of each of the predetermined number of image frames returns to a pre-change average luminance value within a predetermined time, as shown in FIG 3(C), a light emission amount control information generation part (23) generates light emission amount control information not allowing control of the light emission amount of the backlight, irrespective of the change in average luminance value.
