PPROBLEM TO BE SOLVED: To provide a substrate for organic EL elements capable of forming flat and high-performance organic EL layers having a small amount of unevenness in a film thicknesses. PSOLUTION: The substrate 1 for organic EL elements includes: a plurality of partitions 43 disposed on a support substrate in parallel; a plurality of plate members 44 for prevention of an ink flow disposed in a direction crossing the plurality of partitions; and at least one pixel electrode 41 disposed inside a partitioned area 41b partitioned by the partitions and the plate members. The plate members 44 are disposed while both ends abut on the partitions 43, and include a constriction 44a caused by a decrease in a thickness from both ends toward the center. A flow of ink supplied to the partitioned area 41b to the adjacent partitioned area 41b in a direction parallel to the partitions 43 is suppressed, and further the ink is uniformly separated on the plate members 44 including the constriction for falling into the partitioned area, thus forming the flat and high-performance organic EL layer having a small amount of unevenness in film thickness.
