PSOLUTION: An information processing apparatus 10 includes: a distribution method determination part 14 which, when receiving input of a content distribution request from a first communication apparatus, acquires distribution frequency information corresponding to content identification information included in the content distribution request from a distribution frequency information storage part 15 and determines whether a direct distribution method is to be used or an indirect distribution method is to be used according to distribution frequency indicated by the distribution frequency information; and a distribution control part 13 which, when the distribution method determination part 14 determines the use of the direct distribution method, transmits a content to which the content identification information included in the content distribution request is added to the first communication apparatus, and when the distribution method determination part 14 determines the use of the indirect distribution method, transmits an indirect acquisition instruction to be an instruction for acquiring a part or all of the content from a second communication apparatus to the first communication apparatus.
