PROBLEM TO BE SOLVED: To provide a moving object detection device, a moving object detection system, a computer program, and a moving object detection method that can automatically gather a non-vehicle pattern without any person's help and also detect a moving object such as a vehicle with high precision using the gathered non-vehicle pattern.;SOLUTION: A negative example feature quantity calculation part 108 calculates a feature quantity based upon pixel values in a corresponding area of a moving object candidate area specified on a picked-up image of time (t) on a picked-up image of time (t+Ts) which is a predetermined time Ts after time (t). A negative example similarity calculation part 109 calculates similarity between a feature quantity of the moving body candidate area and a feature quantity of the corresponding area.
