PROBLEM TO BE SOLVED: To allow an operator in charge of generation of display screen data having a customized operation button to perform the generation of the display screen data with a simple operation.SOLUTION: When a work flow acquisition unit acquires a work flow configured to be executable in a compound machine 1 from the compound machine 1, and an image selection instruction receiving unit receives designation of an operation image by an operator from among operation images stored in an operation image storage unit, the operation image received by the image selection instruction receiving unit and the work flow acquired by the work flow acquisition unit are associated with each other by a display-object part construction unit. An application generation unit generates an operation control application including display screen data of a display screen having the associated operation image and work flow.
