PROBLEM TO BE SOLVED: To damp vibrations of a building by being reliably deformed during earthquakes and the like while possessing moderate rigidity.;SOLUTION: First and second surface-shaped bodies 2 are stuck on each other by means of an elastic material 3. Thus, the whole shape is constituted in a rectangle. When undergoing an external force caused by an earthquake and the like, the elastic material 3 is elastically deformed and rotationally shifted to change a crossing angle between first and second plate materials 1a and 2a. This makes the whole shape deformed to a parallelogram from a rectangle, and makes vibrations of a building damped by changing the external force into thermal energy.;COPYRIGHT: (C)2013,JPO&INPIT
