PPROBLEM TO BE SOLVED: To provide a shimmering light formation device for forming shimmering light with little base brightness, such as sun beams through the leaves of trees whose light volume irregularly varies. PSOLUTION: A light-absorbing body is provided on a face on which light from a light source 10 is irradiated in a case 1 of the shimmering light formation device. Further, a swaying body having a light-reflecting member with one end fixed fitted with an interposition of a rod-like or plate-like member of spring properties is provided between the light source 10 and the light-absorbing body. Light irradiated from the light source 10 on the face provided with the absorbing body is absorbed by the light-absorbing body. As light irradiated from the light source 10 and guided in the case is reflected on the light-reflecting member provided at the swaying body swaying with the wind generated by a fan 9, reflecting directions of light reflected at the light-reflecting member irregularly change to bring forth shimmering light to be irradiated from a light-releasing outlet 2.
