PROBLEM TO BE SOLVED: To provide a method of converting a nitrate into a non-dangerous article, the method attaining conversion of the nitrate into the non-dangerous article while maintaining commercial value of the nitrate by an inexpensive and simple method.;SOLUTION: Silica is made to adhere to the outside of the nitrate via a coating layer of an oxygen sealant formed on the surface of the nitrate. The coating layer is formed by adding 0.01 mass% or more of the oxygen sealant to the nitrate.
