PROBLEM TO BE SOLVED: To control a telephone call content without leaving determination to an operator by monitoring the telephone call of a user thereby to uniformly perform converting processing by masking, etc. before transmitting emotional voice and a dangerous expression to an operator.;SOLUTION: A voice control system includes: telephone switching means for establishing a telephone call between a user terminal and an operator terminal via a public telephone network; telephone call monitor means for monitoring a telephone call established by the telephone switching means and acquiring a telephone call content between the user terminal and the operator terminal as voice information; inappropriate voice detection means for detecting any one of inappropriate voices between the emotional voice expressing a predetermined specific emotion and the voice with a specific vocabulary including a negative vocabulary from the voice of the user terminal, that is acquired by the telephone call monitor means and recognized in the voice information; and voice generation means for generating control voice where the inappropriate voice detected by the inappropriate voice detection means is controlled.;COPYRIGHT: (C)2013,JPO&INPIT
