PROBLEM TO BE SOLVED: To provide a reliable maintenance planning system by ensuring workability and adequacy of a maintenance plan and executing the maintenance adequately.SOLUTION: The invention is a maintenance planning system 10 that creates multiple industrial machinery maintenance plans. The maintenance planning system is provided with: input receiving process means 1000 that receives input of a target operating ratio for the industrial machinery and information related to a possessed resource needed to perform maintenance; storage means that stores the information input from the input receiving process means; and plan generation means 1100 that generates a maintenance plan such that the target operating ratio stored in the storage means is satisfied and the possessed resource is not exceeded.
