PROBLEM TO BE SOLVED: To enhance both safety and convenience of a service to be provided through a network.;SOLUTION: In the individual confirmation system 1, only a personal information management device 40 retains and manages personal information of a user formed on the basis of a public certificate of the user, and performs individual confirmation on behalf of a service providing device 20 or a common ID issuing device 30 when a common ID is issued or a service is provided to the user.
