PPROBLEM TO BE SOLVED: To provide a tool arrangement computing device capable of surely computing an arrangement of tools with the minimum number of times of changing over tool magazines, a control program of the tool arrangement computing device, and a storage medium. PSOLUTION: The number R of times of changing over tool pots is calculated for all of tool arrangements of a plurality of tools to be used in an NC program of a numerically controlled device (S13-S19). The tool arrangement with the minimum number of changeover calculated for all of the tool arrangements is specified as the optimum tool arrangement (S21). Since the number of times of changeover of all of the tool arrangements is calculated, the tool arrangement with the minimum number of changeover can be surely calculated.
