PROBLEM TO BE SOLVED: To accurately predict a risk area resulting from local heavy rain and to appropriately guide a person to an emergency shelter on the basis of a prediction.SOLUTION: A disaster risk area prediction device 1, which predicts a degree of risk from disaster due to precipitation in an object area, comprises: FA value calculation means 2 which divides a ground surface of the object area into meshes, assigns altitude data to each mesh, assumes that surface water on a given mesh flows out to one of the surrounding meshes with which the given mesh has a steepest downward slope, and calculates a FA value of the given mesh which is a value obtained by accumulating a number of the meshes from which the surface water thereon flows in the given mesh; FA value logarithmic conversion means 3 which obtains a logarithmic value of the FA value for each mesh; and display means 4 which divides the FA logarithmic values into a plurality of groups in accordance with magnitudes of the FA logarithmic values, and performs a screen display of the meshes to which identification information set for each group is assigned.
