PROBLEM TO BE SOLVED: To provide an action estimation device that can have its constitution simplified, an action estimation method, and a program.;SOLUTION: The action estimation device includes a detection part, a first estimation part, a second estimation part, an allocation part, an evaluation part, a determination part, and a display part. The detection part detects sensing information. The first estimation part estimates a basic movement of a user based upon the sensing information. The second estimation part estimates action data based upon basic movement data in which a plurality of basic movements are arrayed in time series. The allocation part allocates one of business actions to each of a plurality of high-order actions constituting the action data to obtain business data. The evaluation part evaluates whether the business data satisfies a predetermined standard. When the business data satisfies the predetermined standard, the determination part determines the business actions allocated to the plurality of high-order actions respectively as business actions corresponding to the high-order actions.
