PPROBLEM TO BE SOLVED: To provide a fan failure detecting control device (ECU) 3 for reducing power consumption and noises while controlling the operation check of a ventilating fan 5 to be surely carried out. PSOLUTION: The fan failure detecting control device 3 is provided for detecting a failure of the ventilating fan 5 which is operated when hydrogen leakage occurs in a fuel cell vehicle 1 with a fuel cell system 2. It performs primary determination of whether a failure may occur or not in accordance with the rotating speed of the ventilating fan 5 when driven at a primary duty ratio, or a value for a driving current flowing the ventilating fan 5. When the failure may occur, it performs secondary determination of whether the failure may occur or not in accordance with the rotating speed of the ventilating fan 5 when driven at a secondary duty ratio higher than the primary duty ratio, or a value for a driving current flowing the ventilating fan 5.
