PROBLEM TO BE SOLVED: To provide a device and method for effectively and efficiently discriminating a spam ID address or the like.;SOLUTION: A spam IP address discriminating device 1 includes: a first query extraction section 11 which extracts queries transmitted from a terminal 2 having a specific IP address; a first IP address extraction section 12 which extracts IP addresses of terminals which have transmitted the queries; a second query extraction section 13 which extracts queries transmitted from terminals having the extracted IP addresses; a second IP address extraction section 14 which extracts IP addresses of terminals which have transmitted the extracted queries; a repeating section 15 which alternately repeats extraction of IP addresses and extraction of queries; and a spam IP address discrimination section 16 which discriminates the first accepted specific IP address as a spam IP address in the case that a ratio of the number of types of IP addresses extracted by repetition up to m hop in the repeating section 15 to that extracted by repetition up to n hop in the repeating section 15 is equal to or higher than a prescribed value.
