PPROBLEM TO BE SOLVED: To provide a method for discharging, collecting and recovering vaporized VOC (volatile organic compound) gas left in a tank by a safe and simple process, and detoxifying minute amounts of residual VOC discharged in a recovering process in cleaning a tank container used for transferring the VOC. PSOLUTION: The method for discharging, recovering and treating the volatile organic compound (VOC) left in the tank container is characterized in that an inert gas is introduced to the tank container in cleaning of the tank container, in that the VOC left in the tank is purged and condensed by cooling through introducing a coolant to a condenser of a circulating closed circuit, in that then the liquefied VOC is recovered by introducing it to a gas-liquid separator, and in that the small amounts of VOC gas discharged from the gas-liquid separator are burned in a catalyst incinerator.
