PPROBLEM TO BE SOLVED: To make it possible to decrease the number of operating blowers and blowers, even when the temperature of supplied air is always not less than the reference temperature using a simple control, without the need for large installation spaces. PSOLUTION: In ventilation and air-conditioning equipment, blowers 2 supply outdoor air to an area 1 to be ventilated and air-conditioned in a nuclear power plant 100; an exhaust blowers 5 for exhausting the air which has ventilated the area 1; the temperature of supplied air is measured and detected by a thermometer 15; an operation switchover signals to the blowers and exhaust blowers and control signals to a temperature control valve 10 are sent by the temperature detection signals from the thermometer 15; and the temperature of the supplied air is set to be within the reference temperature by adjusting the flow rate of cold water, when the operation switchover signals shut down the blowers and the exhausters.
