PROBLEM TO BE SOLVED: To provide an inorganic matrix-carbon fiber composite wire material for reinforcing concrete or mortar preventing the crack of the concrete or mortar, having excellent toughness over a long period of time and keeping the effect of remarkably improving and reinforcing the strength of the concrete or the mortar.;SOLUTION: The inorganic matrix-carbon fiber composite wire material for reinforcing the concrete or mortar comprises a twisted yarn-like carbon fiber bundle using an inorganic material as a matrix and has 5-50 mm bundle length, and the method of manufacturing the same includes: impregnating twisted yarn comprising the carbon fiber bundle with the inorganic matrix or a precursor thereof; uniting the carbon fiber bundles with the matrix or the precursor by continuously heating in a heating furnace while giving tension to the twisted yarn; and cutting to have 5-50 mm length.
