P To provide a surface coated cutting tool the hard coating layer of which exerts excellent chipping resistance and wear resistance in heavy cutting work. PSOLUTION: The surface coated cutting tool has the hard coating layer ON a surface of a tool base consisting of cemented carbide, cermet and a boron nitride based ultra-high-pressure sintered material in cubic crystal form. When a lower layer is represented by a composition formula: (TiSB1-X/SBAlSBX/SB) N and the lower layer is a Ti-Al complex nitride layer having X satisfying 0.3-0.6 (X is an atomic ratio). When an upper layer is represented by a composition formula: (CrSB1-Y-Z/SBSiSBY/SBWSBZ/SB) N and the upper layer is a Cr-Si-W complex nitride layer having Y satisfying 0.05-0.3 and Z satisfying 0.2-0.5 (Y and Z is an atomic ratio).
