P To shorten operation intervals and to achieve an ATC of a driver preferential in-vehicle signal system. PSOLUTION: A protected section is defined behind an occupied section of a preceding train. A speed limit section is defined at an outer side of the protected section and a boundary between the speed limit section and the protected section is set as a target stop position. An ATC signal including the target stop position and a terminal speed is transmitted from an on-ground device. In an on-vehicle device, a speed check pattern such that the limit speed at the target stop position included in the received ATC signal becomes the terminal speed is created and speed control (braking control) in accordance with the speed check pattern is performed.
