PROBLEM TO BE SOLVED: To solve problems that existing content delivery systems distribute problematic content with copyright infringements, public policy violations or the like without checking it and cannot control the distribution, and, in order to distribute only unproblematic content checked out, cannot help disabling autonomous content distribution among user terminals and delivering content from a limited number of devices to deteriorate in availability of the content delivery systems.;SOLUTION: A central server is used to receive content uploaded from users centrally, and implement information management for content distribution control, and content distribution control. Grid computing is used to check a huge amount of content. As to the distribution of the huge amount of content, only content checked out is distributed or a P2P network capable of controlling the distribution of particular content is used.
