PPROBLEM TO BE SOLVED: To provide a harmful document decision method and device, wherein a text inside a URL (Uniform Resource Locator) is efficiently retrieved and wherein a response on a terminal side is considered. PSOLUTION: This harmful document decision device 1 includes: a document harmfulness decision means 13 analyzing a document, and deciding whether or not the document is harmful; a harmful URL decision means 15 deciding that the document is harmful even when the document harmfulness decision means 13 decides that the document is not harmful on condition that the URL is registered in a harmful URL database when the URL is recorded in the document; and a total decision means 18 further deciding whether or not the document indicated by the URL decided according to that it is decided that the URL is not registered is harmful, and deciding that the document is harmful when the document indicated by the URL is harmful.
