PPROBLEM TO BE SOLVED: To remove information which is originally added to image data with minimum image quality degradation at high speed so as to correctly detect new information even if the new information is added to the image data. PSOLUTION: An image processing device includes an image processor 102 which has an information extraction part 201, an image processing part 202, an encoding part 203 and an information embedding part 204. In addition, the information extraction part 201 has a pattern matching part 211, a measurement part 212 and a decoding 213. Especially, the measurement part 212 measures the degree of information extraction at multi level in an extraction processing step for information that is added to image data in the pattern matching part 211. The image processing part 202 processes the image data at multi level based on the multi-level measurement values, which are measured by the measurement part 212, so as not to extract additional information that is added to the image data.
