PPROBLEM TO BE SOLVED: To quickly stabilize a system voltage against a voltage change for ten seconds or less, especially, for one second or less, by solving a voltage flicker problem which occurs for a relatively short time in a power system. PSOLUTION: A server for collecting information monitors a steep voltage change in a power system and an individual operating condition of a plurality of distributed power supplies. Based on the operating condition of each distributed power supply, the server calculates a reactive power which can be supplied from each distributed power supply to the power system. When the change in system voltage exceeds a predetermined threshold value, the server assigns the reactive power to be output to the power system for each distributed power supply and instructs each distributed power supply to output the assigned reactive power to the power system.
