PPROBLEM TO BE SOLVED: To provide a pouring and foaming composition for polyurethane foams, which can adjust the balance of an acid value and the amount of a base catalyst, namely, can increase the amount of the catalyst, while maintaining a casting pot life, and can consequently improve curability to improve demolding expansion and dimensional stability, and to provide a method for producing a polyurethane foam panel using the composition. PSOLUTION: This pouring and foaming composition for the polyurethane foams, comprising at least a polyisocyanate, polyol, foaming agent, catalyst and surfactant, is characterized by further containing a reaction product obtained by ring-opening reaction of divalent carboxylic anhydride by a dihydric alcohol in an amount of 0.005 to 10 pts.wt. per 100 pts.wt. of the polyol. The method for producing the polyurethane foam panel is characterized by pouring and foaming in a mold for producing the panel, the composition for the polyurethane foams, comprising at least a polyisocyanate, polyol, foaming agent, catalyst and surfactant, and further containing the reaction product obtained by ring-opening reaction of divalent carboxylic anhydride by the dihydric alcohol in an amount of 0.005 to 10 pts.wt. per 100 pts.wt. of the polyol, in a mold for producing the polyurethane foam panel.
