PPROBLEM TO BE SOLVED: To provide a gas diffusion electrode having a structure in which a polymer electrolyte thin film having ion conductivity is coated on a catalyst carried on carbon black and having high utilization rate of catalyst and superior in operation for a long period stably even under high temperature, and its manufacturing method, and an electrochemical device using the same. PSOLUTION: An electrode catalyst layer coated with an electrolyte thin film uniformly on pores of a carbon carrier is formed by a method in which, after coating the catalyst carrying carbon with a polymer compound, the polymer compound film is ionized using an ionizing agent.
