PROBLEM TO BE SOLVED: To provide a heat-insulating coating material composition capable of forming a heat-insulating coating film even in a thin film thickness, a method for forming a heat-insulating coating film using the same and a heat-insulating coating film.;SOLUTION: The heat-insulating coating material composition is used for forming a heat-insulating coating film having an infrared wavelength range reflectance in a wavelength range of 800-2,100 nm of ≥30%, a brightness L* value in the range of 20-40 and a chroma C value in the range of 3-30 and is prepared by a subtractive color mixing method of colored pigment. Two or more kinds of colored pigments selected from the group consisting of a purple-based pigment, a blue pigment, a red pigment and a green pigment having an infrared wavelength range reflectance in a wavelength range of 800-2,100 nm of ≥30% are contained as the colored pigments, at least one kind in the contained colored pigment is a highly shielding pigment that has a pigment concentration (PWC) of 10 wt.% and a color difference (ΔE value) between a white part and a black part on a white and a black shielding test paper of ≤5.0 in a coating film containing only the colored pigment and having a dried film thickness of 13 μm.
