PSOLUTION: The thought-evoking multi-party dialogue device includes: a user statement comprehension part 2 for storing a dialog control rule for selecting a dialog act of the agent according to a dialog situation and a statement generation rule for selecting the statement expressions of the agent according to the dialog situations, converting the user statement into the dialog act, and writing the dialog act in an statement queue 6 and a dialog state 5; a dialog control part 3 for selecting the dialog act related to the agent by applying the dialog control rule by referring to the history of the dialog act at the beginning of the statement queue 6 and the history of dialog act stored in the dialog state 5, sending the selected dialog act to the agent statement generation part 4, and removing the dialog act at the beginning of the statement queue 6; and an agent statement generation part 4 for generating the statement expressions of the agent based on the statement generation rule by referring to the history of the dialog act when acquiring the dialog act, presenting the generated statement expressions of the agent to a user, storing the dialog act into the dialog state 5, and adding the dialog act to the statement queue 6.
